France: 'Best' Health Care?

So after watching the documentary 'Sick around the World' it left me wondering about France. Since last year in Business Math we watched SICKO (movie will make you want to scream) and France was considered to be the #1 in health care around the world. From the longest life spans down to how they treat emergencies like seen in the video above. Also other countries such as Canada. As in SICKO I know that Micheal Moore did some pretty risky stuff by also going to Cuba and finding out that they to have Universal Health care. So my question is if they can do this than why can we? It brings up that question that Mr. Palo asked about Health care being a Privilege or a Right.
